A finance review flags a fleet averaging 8% CPU across three zones. The instances are memory-bound at 80% during the nightly import, and the fleet is sized so that any two of the three zones can carry the full load.

- Whether the candidate looks at peak and failover load, not just the average
- Whether they know which resource is actually the constraint
- Whether they treat right-sizing as an iterative, reversible change
